Also included (not counted in the hours above)
Safe Pathways also handles these for you. These are not annual per-volunteer costs, but they represent significant staff investment on top of the hours shown above.
Policy Development
Researching your insurer's requirements and provincial legislation, drafting a complete safeguarding policy, consulting legal counsel, getting board approval, and producing supporting documents like consent forms and board resolutions. A one-time investment typically revisited every 2 to 3 years. Policy revision cycles take roughly 25 to 40% less time than the original effort.
40–100 hrs
Regulatory Monitoring
Tracking changes across 13 provincial and territorial child protection statutes, federal privacy law (PIPEDA), your insurer's evolving requirements, and denominational guidelines, then updating your policies and training to stay compliant. This is an ongoing responsibility, not a one-time task.
15–30 hrs/yr
Per-volunteer time estimates are based on task-level analysis of manual screening workflows (email, spreadsheets, paper files), cross-referenced with published HR administration benchmarks and credential management data. Staff costs are calculated from base salary plus mandatory employer contributions (CPP at 5.95%, EI at 2.32%, and 4% vacation pay) and typical overhead including benefits, office space, and utilities. All default values are conservative. They model a reasonably organized manual process and exclude indirect benefits such as reduced insurance risk, improved volunteer retention, and faster onboarding. Your actual time savings may be higher or lower depending on your church's size, current processes, and staff costs.
